Wat het doet

The tuned service applies a profile: many settings for one type of system, like a VM, a busy server or a laptop. tuned-adm lists the profiles, shows the active and the recommended one, and switches profiles.

Profiles are in /usr/lib/tuned/ (from packages) and /etc/tuned/ (your own; a profile can include= another and change a few values).
